Of course not everybody takes taxis to hospital. Many people who don't drive do rely on taxis though. Lower income residents and seniors on fixed incomes are more likely to not drive, especially if their mobility is impaired or they don't live on an efficient bus route.
If you have to go to hospital for a day procedure, you may have to make at least 3 return trips: a pre-op consultation at the specialist's office which will very likely be very close to the hospital, the day of the surgery, and at least one post-op visit.
These high costs are absolutely relevant, and they illustrate just one aspect of the incremental consequences of not following a path of urban intensification.
