The new hospital will provide medical services to residents of Windsor and Essex County. Current plans do not call for the closure of Leamington Hospital, which will continue to service the 50 thousand residents of Leamington and Kingsville.

- The Ouellette Campus (formerly Hotel Dieu Grace Hospital) provides medical services to many of the region's most vulnerable residents. Many have limited means and quite often they don't drive. It is vitally important that the new hospital be easily accessible on foot and via public transit.
- Like many other communities in Canada, Essex County's population is ageing. As we age, many of us need more medical services. More and more of our senior citizens no longer drive.
- Demographers are noticing ever more young adults who choose not to drive. They live in urban areas where they can easily access everything they need. While they may not be heavy users of medical services yet, their preferences are clear. Since our new hospital will be with us for many years to come, this trend needs to be taken into account, or we risk losing them to other cities that cater better to their needs. - A small number of patients with critical and life-threatening medical conditions (including pediatric head trauma and cardiac surgery) requiring emergency treatment that is not provided in Windsor, are rushed by ambulance through the tunnel to Detroit. This happens on a weekly basis, and it takes just 7 minutes door to door.
